You should also use this free plugin of ours: https://wordpress.org/plugins/wpc-checkout-restrictions/ 

It allows you to set the quantity of multiple products in the shopping cart, requiring it to be a multiple of 3, and displays a notification to the customer directly on the Cart/Checkout page.
