When using an discount amount, the tax is calculated from the regular price. This is wrong. It should be calculated from the final price (see screenshots).
However, it does work with % discount.

When you use a discount, we will set the price of the main product bundle to a negative value to ensure the total amount is accurate. Therefore, you need to specify that no tax applies to the main product bundle, or use a percentage discount instead.
