However, I seem to have found the problem. You're using WooCommerce Blocks for the Cart/Checkout page. These blocks are in development and don't entirely support standard action/filter hooks.
Please use the shortcode instead: https://woo.com/document/woocommerce-shortcodes/#args-or-arguments, and our plugin will work fine.
It can work now. As you said, i using WooCommerce Blocks causes your plugin to not work. So I had to start over with a new shopping cart page without using WooCommerce Blocks. thank you so much.

You also can use our plugin https://wordpress.org/plugins/woo-fly-cart/ to open the mini-cart. It works fine with WPC Coupon Listing.
