It seems that you're using the WooCommerce Blocks for the cart/checkout page. WooCommerce Cart/Checkout Block is in development and doesn't entirely support standard action/filter hooks. Here are supported hooks https://github.com/woocommerce/woocommerce-blocks/tree/trunk/docs/third-party-developers/extensibility/hooks
Please use the cart/checkout shortcode instead: https://woo.com/document/woocommerce-shortcodes/#cart, and it will work completely with our plugin.
