    I sell fabric and notions. Notions are not sold in fractional quantities but fabric is. Can I set your plugin so only the yardage area of my site is selling using decimal quantities while the rest is set to a minimum of 1 item?

    In the Premium version, you can set up different sets of quantity rules using many sources as below:

    It's possible to set up different min/max/step and default values for different product groups using tags or categories.
