We have received some similar reports like yours. This might be due to a conflict with a third-party plugin that controls the quantity input on your site. Please check if you use any quantity controlling plugin and try to deactivate it before checking again.
The Custom quantity option will only enable the quantity input, not quantity syncing like that. So it's possibly an external conflict.

Hi, I set up the WPC product bundle and tick the case "Quantity editable: allow the client to change the quantity of each product"
However, when I test as a client, If I change quantity of one product, it will change the quantity of all product included in the bundle.
