Please check the Inventory tab of the variable product page, if you have enabled "Manage stock  level (quantity)" and enter a stock quantity there, then you cannot manage stock at variation level anymore. 

In order to manage stock at variation level, you need to disable that option first. Then you can adjust the stock status or stock quantity for each variation:
